Skid Row is an area of downtown Los Angeles, CA with a large homeless population. This area is well known for its problems with theft, violence, and drug usage. The most common drugs found in this area are stimulant drugs (primarily cocaine and methamphetamines). A similar area has started to form in Seattle, WA. The Seattle mayor has instructed local law enforcement officials to confiscate all drugs in this area of Seattle and arrest any person who is in possession or is abusing drugs. This is the mayor’s first step in cleaning up this five-block area of the city. Captain Jones has been assigned to lead the special police task force whose primary purpose is plan a raid and fulfill the mayor’s objectives. Estimates indicate there are 500 homeless people living in the targeted Seattle homeless camp. Captain Jones will have approximately 50 officers assisting him with the raid.
Using the information presented in lesson two and your own independent research, create a PowerPoint containing relevant information each officer will need to know before raiding this area of Seattle. Title each slide indicating which question you are addressing. Your target audience for this presentation are fellow police officers, not your instructor or classmates. The PowerPoint should a minimum of 10 slides and address the following:
1. What can mayor and captain learn and apply from studying the Skid Row area of Los Angeles, CA?
2. How can officers best determine who is under the influence of a controlled substance?
What are common characteristics of a person experiencing excited delirium syndrome (ExDS)?
3. How should an officer react to a homeless person experiencing ExDS (this includes verbal and physical interactions) or more severe mental health disorder?
4. How does interaction with a person experiencing ExDS differ from interaction with a person who is not under the influence of a controlled substance?
