Context (imaginary): The US Senate Foreign Relations Committee is reviewing current US policy towards Latin America. You are part of the research staff for the committee, which has asked you and the other researchers for written input to inform their review.
Main Prompt: Compose a policy paper that recommends a future course of action for US relations with one Latin American country. Base your recommendation on the following: i) US interests in that country; ii) recent relations US relations with that country; iii) the status of China’s relationship with that country. Consider all three items in the wider context of Latin America as a whole and explain the reasons for all recommendations you make, whether in favor or against any policy or action. This is the second component of your course policy project. It involves identifying recent interests and foreign policies involving your Latin American country, the United States, and China.
Your report should be six pages long with 1.5-spaced lines. Please type it using 11 or 12-point font and number your pages.
Structure & Content
Your report should have three sections that appear in the order listed below. The expected length of each section is two pages.
1. Summarize recent US policy toward and interest in the Latin American country you selected; describe that country’s recent policy toward and interest in the US
2. Summarize recent Chinese policy and interest in the country you chose; describe the Latin American country’s recent policy toward and interest in China
3. Provide a bibliography of at least six sources consulted for your report and cite them in the body of your paper. The six sources should be distributed as follows.
Two scholarly journal articles or academic books.
One magazine or newspaper article.
One government source.
Two non-government sources.
*Policy think-thank materials are usually in this last category
**You may use more than six sources in total and more than the required minimum of any kind of source, but not less of either.
Additional Expectations and Advice
Policies: Focus on recent foreign policies (i.e., the last 10-15 years) and discuss those that your research shows to be the predominant ones.
Interests: Interests can be based in economic, security, environmental, political, cultural, or ideological matters. When it comes to international politics and foreign policy, interests have an ongoing quality: they may be affected by recent or current events but are not defined by them. One way to identify one country’s interest(s) in another is by answering one or both of these questions:
“What are each country’s ongoing concerns or needs, and how does (or how could) their relationship with the other country address them?”
“What is at stake for each county in their relationship with one another?”
I have included my original proposal where I focused on Panama and China’s growing influence there, however, I was slim on sources as my professor comments. I am not particularly attached to Panama and researching Peru could be an interesting paper. Please ask me for any more details and I will be happy to provide them.
